Pay: HK$96,142 - HK$140,903 [HMPS point 9 - 19] per month (including Monthly Allowance)
Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.
Key Responsibilities:
The post-holder will be seconded to the Research and Data Analytics Office, Health Bureau with main duties as follows:
1. Develop and supervise procedures for data standardisation and the implementation of data visualisation for key health statistics and publicly-released statistics derived from the data within the Data Analytic Platform (DAP), aiming to facilitate data sharing across the Health Family and promote data-driven policy planning and formulation.
2. Provide professional advice on the requirements for the minimum data structure, mechanisms, and processes for data masking and data linkage in data collection to establish an analytical database (Database) supporting policy planning and formulation aimed at enhancing price transparency in private healthcare services.
3. Design and supervise the implementation of data transformation and exploration processes to ensure the quality of the Database.
4. Devise analytical models and methodologies for data analytics to support policy development and formulation, particularly in areas related to strengthening price transparency in the private healthcare system.
5. Lead the design and implementation of advanced data analytics and artificial intelligence solutions utilising DAP data to monitor population health trends and assist in healthcare services planning, monitoring, evaluation, and policy formulation.
6. Provide statistical expertise and consultation on health policy issues as needed.
7. Perform other related duties as assigned by senior officers.
Entry Requirements:
1. (a) A master or higher degree in Statistics, Data Science or equivalent.
OR
(b) A bachelor degree in Statistics, Data Science or equivalent plus a post-graduate degree in other fields including Computer Science, Epidemiology/ Public Health, Health Informatics or equivalent.
2. At least 7 years’ post-qualification experience in statistics, analytics and/or research related experience, in which 4 years were related to health and medical care.
Preferred Attributes/Exposure:
1. Possess strong knowledge of health and medical care data as well as technical know-how in transforming data from various sources, in particular those collected via information infrastructure, into insightful information to support informed decision making, forward planning, review and evaluation.
2. Display sensitivity towards the developments in the local and overseas health systems as well as the local economy on other domains and is able to take these into account in the compilation, analysis and interpretation of statistics.
3. Demonstrate critical analysis and judgment, strong leadership qualities as well as excellent bilingual communication skills.
4. Knowledge of and experience in applying and deploying AI and big data techniques for data processing, data visualisation and data analytics.
5. Innovative and committed to achieving strategic results.
