The Manager, Network Infrastructure and Operation is accountable for the reliability, performance, security, and resilience of the organization’s functional network environment. The role oversees the end-to-end lifecycle of network services that support mission critical operations, venue technologies, building management systems, district cooling systems, and districtwide platforms requiring stable and secure connectivity.
Working in close collaboration with internal stakeholders, external partners, and project teams, the Manager provides leadership in the operation, enhancement, and governance of functional network services. The role ensures that network capabilities are resilient, scalable, and fit for purpose, while remaining aligned with operational standards and technology governance requirements, safety and regulatory standards, and the organization’s long-term development objectives.
You Will Be Responsible For
- managing large scale network infrastructure and data centre operations including on-premise and cloud infrastructure platforms;
- managing the procurement process and maintain documentation, operational procedures and guidelines, etc;
- providing deep technical expertise on IT network technologies, architectures, and cybersecurity best practices, ensuring compliance with operational safety and regulatory standards;
- conducting research and providing recommendations and guidance on emerging system infrastructure technologies;
- providing functional and technical oversight and mentoring of the entire network team;
- Ensuring system health by recommending, planning and coordinating the implementation of patches, system improvements, and upgrades;
- leading the development of standards and procedures to be used in the development of new and/ or enhancements to existing network infrastructure;
- participating in the selection of external suppliers as well as the outsourced services under contract; whilst managing the vendor contracts;
- developing and maintaining effective relationships/ communication with internal users and/or external suppliers;
- creating proposals for the new/existing systems and work in collaboration with the procurement and legal team to issue related RFQ/Tender/Contract;
- overseeing the full lifecycle management of network equipment, including maintenance scheduling, firmware/software updates, asset management, equipment refreshment, and end of service transitional planning; and
- performing any other duties from time to time as reasonably assigned by the Authority.
You Should
- possess a recognized university degree in Information Technology, Computer Science or Information Systems or equivalent;
- have a minimum of 8 years of experience in IT with at least 6 years of experience in project manager and/or infrastructure lead role, preferably in sizable organization;
- have proven experience supporting large‑scale or complex network operational environments for relevant industry, such as property and venue management, facility management, utilities institutions, transportation, or industrial systems;
- have experience with industrial Operational Technology (“OT”) networking platforms such as Moxa, Hirschmann, Siemens SCALANCE, Rockwell, or Schneider Electric, as well as enterprise network vendors like Huawei, Cisco, Palo Alto, or FortiGate, is an advantage;
- have ability to work independently, lead technical teams, collaborate effectively, and manage multiple projects and priorities;
- have strong communication skills, with the ability to articulate technical issues into business engaging terms;
- possess valid technical certification in ITIL, CCNP, HCIP is an advantage; and
- be proficient in written and spoken English and Chinese.
