The Legislative Council Secretariat (“the Secretariat”) is looking for a high-calibre individual for appointment as Security Officer. Under the supervision of The Legislative Council Commission, the Secretariat’s mission is to provide efficient and professional secretariat, research and administrative support for the Legislative Council (“LegCo”), enhance community understanding of the activities of LegCo and ensure an effective avenue for redressing grievances of members of the public.


Main duties


The main duties of a Security Officer include:


(a) assisting the Chief Security Officer in formulating and implementing policies, plans and guidelines on security matters;

(b) supervising and training security teams on the provision of building and conference security services;

(c) overseeing the day-to-day operation of the Security Office;

(d) overseeing the physical security of the LegCo Complex, including the operation of the integrated security control systems, and the planning and implementation of security arrangements for events;

(e) formulating and implementing training strategies and programmes for security staff;

(f) liaising with law enforcement bodies and emergency services regarding security matters; and

(g) conducting reviews on practices and procedures to streamline workflows, and managing projects related to new services.


The appointee will be required to wear a uniform.


Entry requirements


Applicants should have:


(a) good general education, preferably a recognized university degree;

(b) at least 10 years’ work experience in the Inspector/Officer grade of a disciplined force in Hong Kong, preferably with the Hong Kong Police Force, or at least 10 years’ supervisory experience in security-related fields;

(c) substantial experience in formulating and implementing security operation plans as well as training strategies and programmes for security personnel;

(d) a good command of spoken and written Chinese and English, with proficiency in Putonghua;

(e) hands-on skills for using information technology and artificial intelligence tools;

(f) strong self-motivation and a positive attitude towards challenges and changes;

(g) good analytical and problem-solving abilities, and strong communication and supervisory skills;

(h) good political and public relations sense, and a strong user-oriented and innovative mindset;

(i) the ability to work independently and managing multiple tasks effectively under pressure; and

(j) a valid Security Personnel Permit (Categories A and B) under the Security and Guarding Services Ordinance (Cap. 460).


All applicants should be willing to work beyond normal office hours and on holidays when needed.


The Secretariat may devise further criteria to shortlist applicants. Shortlisted applicants may be required to attend a written test.


Remuneration


The starting salary is $67,850 per month, increasing by one annual increment to $71,010, subject to satisfactory conduct and work performance. There is also a monthly cash allowance for the rank of Security Officer (the current rate is $1,155 per month). The successful applicant will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity. The gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period. Fringe benefits include paid leave as well as medical and dental benefits.

立法會秘書處(“秘書處”)現正招聘優秀人才出任保安主任。在立法會行政管理委員會的監督下,秘書處的使命是為立法會提供高效率及專業的秘書服務、資料研究及行政支援、提高公眾對立法會事務的認識,以及確保提供處理市民申訴的有效途徑。


主要職責


保安主任的主要職責包括:


(a) 協助總保安主任制訂和推行保安政策、計劃和指引;

(b) 督導和培訓保安團隊提供樓宇和會議保安服務;

(c) 監督保安組的日常運作;

(d) 監督立法會綜合大樓的實體保安工作,包括綜合保安控制系統的運作,以及活動保安安排的規劃和實施;

(e) 為保安人員制訂和推行培訓策略和計劃;

(f) 就保安事宜與執法機關及緊急服務機構聯絡;及

(g) 就行事方式及程序進行檢討以精簡工作流程,以及管理與新服務相關的項目。


受聘人須穿着制服。


入職條件


申請人應具備:


(a) 良好教育程度,最好持有認可大學學位;

(b) 最少10年曾擔任香港紀律部隊督察/主任職系的職位的工作經驗,最好曾任職香港警務處,或最少10年保安相關範疇的督導經驗;

(c) 制訂和推行保安行動計劃以及保安人員培訓策略和計劃方面的豐富經驗;

(d) 良好的中、英文講寫能力,包括能講流利普通話;

(e) 運用資訊科技及人工智能工具的技巧;

(f) 高度自發性及積極應對挑戰與變革的態度;

(g) 良好的分析及解難能力,以及卓越的溝通及督導技巧;

(h) 良好的政治及公關觸覺、用家為本及創新的思維;

(i) 獨立工作及在壓力下有效管理多項工作的能力;及

(j) 根據《保安及護衞服務條例》(第460章)發出的有效保安人員許可證(甲類及乙類)。


所有申請人均應願意在有需要時在正常辦公時間以外及假日工作。


秘書處可制訂進一步的準則,以選出初步入選的申請人。初步入選的申 請人或須參加筆試。


薪酬


入職薪酬為每月67,850元,如行為及工作表現令人滿意,可按1個按年增薪額增至71,010元,另有為保安主任職級而設的每月現金津貼(現時的津貼額為每月1,155元)。成功獲聘的申請人會按合約條款受聘,為期3年,倘完成服務期而工作表現良好,可獲續約,並會獲得一筆約滿酬金,其款額加上僱主在強制性公積金計劃下所作的供款,相等於合約期內所得底薪總額的15%。附帶福利包括有薪假期、醫療及牙科福利。
