Responsibilities:
Lead procurement activities for HR services, training, office supplies, and manpower resources supporting AO services
Support strategic projects, including the 5-year business plan and digital signing feasibility study, through planning, coordination, and stakeholder engagement
Analyze business needs and market conditions, and recommend procurement strategies
Develop and implement procurement and contract strategies for goods, services, and consultancy in compliance with corporate policies
Supervise Senior Procurement Officers to ensure effective execution of procurement strategies for low- to medium-value purchases
Manage supplier relationships and collaborate with user departments to enhance supplier performance and service quality
Assist the Manager, Procurement in driving initiatives to streamline processes and improve departmental efficiency
Perform ad-hoc duties as assigned
Requirements:
- Bachelor’s Degree in Supply Chain Management, Procurement, Business Administration or Commercial disciplines
- Professional qualification in procurement is preferable
- 6 years' relevant working experience in public organization with at least 2 years' experience at supervisory level
- Good understanding and experience in handling World Trade Organization (WTO) / Agreement on Government Procurement (GPA) tenders would be an advantage
- Knowledge in using ERP system e.g. Oracle Financial / Procurement System would be advantage
- Good communication and influencing skill, interpersonal and negotiation skills
- Proactive, high level of integrity, good team spirit and able to work under pressure
- Excellent spoken and written English and Chinese, knowledge of Putonghua is an advantage
- Excellent computer literacy in MS Words, Excel and PowerPoint
