Responsibilities:

  • Lead procurement activities for HR services, training, office supplies, and manpower resources supporting AO services

  • Support strategic projects, including the 5-year business plan and digital signing feasibility study, through planning, coordination, and stakeholder engagement

  • Analyze business needs and market conditions, and recommend procurement strategies

  • Develop and implement procurement and contract strategies for goods, services, and consultancy in compliance with corporate policies

  • Supervise Senior Procurement Officers to ensure effective execution of procurement strategies for low- to medium-value purchases

  • Manage supplier relationships and collaborate with user departments to enhance supplier performance and service quality

  • Assist the Manager, Procurement in driving initiatives to streamline processes and improve departmental efficiency

  • Perform ad-hoc duties as assigned



Requirements:

  • Bachelor’s Degree in Supply Chain Management, Procurement, Business Administration or Commercial disciplines
  • Professional qualification in procurement is preferable
  • 6 years' relevant working experience in public organization with at least 2 years' experience at supervisory level
  • Good understanding and experience in handling World Trade Organization (WTO) / Agreement on Government Procurement (GPA) tenders would be an advantage
  • Knowledge in using ERP system e.g. Oracle Financial / Procurement System would be advantage
  • Good communication and influencing skill, interpersonal and negotiation skills
  • Proactive, high level of integrity, good team spirit and able to work under pressure
  • Excellent spoken and written English and Chinese, knowledge of Putonghua is an advantage
  • Excellent computer literacy in MS Words, Excel and PowerPoint
