The Country Program Officer (CPO) will play a key role in supporting the effective day-to-day delivery of the COAST programme in Indonesia. The position is responsible for ensuring strong programme coordination, operational follow-through, and high standards of documentation and compliance across all country-level activities. This includes close oversight of implementation timelines, stakeholder communications, and programme documentation to support timely and quality delivery of outputs.

Working closely with the Technical Assistance (TA) Manager and Grant Manager, and relevant government counterparts , the CPO will help coordinate programme activities across marine conservation, fisheries, and aquaculture interventions. The role serves as an important link between implementation partners and the COAST management team, ensuring that activities remain aligned with agreed work plans, milestones, and reporting requirements.

A core aspect of the role is maintaining the integrity of programme documentation and implementation evidence. The CPO will support milestone tracking, Means of Verification (MoV) collection and validation, compliance reporting, and coordination of Monitoring, Evaluation and Learning (MEL) outputs , while also contributing to knowledge management and structured reporting systems. The position is expected to proactively identify implementation delays, documentation gaps, and compliance risks, and escalate issues as needed to support smooth programme execution.

This is a full-time staff (STTA) position based in Jakarta , reporting directly to the Country Team Lead .

Roles and Responsibilities :

Programme Coordination and Stakeholder Engagement

  • Support day-to-day programme implementation and coordination.
  • Conduct and support regular check-ins with grantees and TA providers.
  • Track project deliverables against agreed milestones.
  • Monitor implementation timelines and escalate delays.
  • Coordinate stakeholder communication and follow-up actions.


Documentation Integrity and MoV Management

  • Support systematic collection and validation of Means of Verification (MoVs) .
  • Maintain updated MoV tracker aligned with payment schedules .
  • Ensure completeness and accuracy of supporting documentation.
  • Maintain structured filing systems and document repositories.


Grantee and TA Provider Support

  • Support grantees and TA providers in meeting reporting requirements.
  • Coordinate documentation consistency across providers.
  • Support follow-up on deliverables and compliance issues.
  • Escalate implementation gaps where required.


MEL and Knowledge Management

  • Support Monitoring, Evaluation, and Learning (MEL) requirements.
  • Assist partners in submitting evidence and outputs based on the reporting timeline.
  • Support development of case studies, lessons learned, and knowledge products.
  • Ensure proper knowledge management and documentation filing.


Government Reporting Liaison Support

  • Support reporting requirements to MMAF / KKP .
  • Handle document and information request from MMAF and other relevant stakeholders.
  • Coordinate documentation inputs from grantees and TA providers.


Qualifications

Candidates should hold a Bachelor’s Degree (S1) in one of the following fields: Marine Science, Fisheries, Aquaculture, Environmental Management, Natural Resource Management , or another closely related discipline relevant to the role.

In addition to the academic qualification, candidates are expected to demonstrate relevant professional experience in one or more of the above-mentioned fields , particularly within marine conservation, fisheries management, aquaculture development, coastal ecosystem management, or natural resource management programmes . Experience working in donor-funded projects, government coordination, or multi-stakeholder programme delivery will be highly advantageous.

Relevant professional certifications in Natural Resource Management, Marine Conservation, Project Management, or Monitoring, Evaluation and Learning (MEL) / Data Management will be considered a strong asset.

This role is open to Indonesian nationals only. Applicants will be reviewed on a rolling basis until the role is filled; interested candidates are encouraged to apply early for consideration.

Background to COAST

Human activities such as harmful fishing practices, coastal habitat conservation, and pollution directly contribute to biodiversity loss and degradation of ocean and coastal ecosystems and ecosystem services. This degradation amplifies coastal populations’ vulnerability, particularly in developing countries already burdened by high poverty, and frequently dependent on fragile ocean and coastal livelihoods such as artisanal fisheries and aquaculture. While the ocean is the primary source of animal protein for billions, climate change raises the stakes and compounds the problems as coastal areas are increasingly exposed to sea level rise, intense storms, marine heatwaves, and ocean acidification, posing existential threats to both marine life and human communities.

DAI recognises the need to address these challenges holistically, integrating targeted interventions to improve both environmental and social systems. Our vision for COAST Facility is “ to revolutionise coastal and marine ecosystem management through a pioneering approach that uniquely combines local community empowerment with national reform and global advocacy .” COAST Facility will implement activities in 4 priority countries – Mozambique, Indonesia, Viet Nam and the Philippines - and a demand led Technical Assistance Facility in ODA recipient countries outside these four priority countries.
