Program Overview

The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a seven-year program that commenced in late 2019, funded by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented in cooperation with the Government of Indonesia (GoI). SIAP SIAGA aims at improving Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia in humanitarian issues in the region. SIAP SIAGA is implemented at the national and sub-national levels though collaboration with the National Disaster Management Authority (BNPB), the Ministry of Home Affairs, the National Development Planning Agency (BAPPENAS), the Ministry of Foreign Affairs, the Local Disaster Management Agencies (BPBD) and other national and local government institutions, civil society organizations and academia.

SIAP SIAGA is focused on achieving four ends of program outcomes (EOPOs):

  • EOPO 1: GoI’s disaster risk reduction systems are strengthened, resulting in better domestic leadership of disaster management.
  • EOPO 2: Target provinces, districts and villages are better able to prepare for, adapt, prevent, respond to and recover from disasters.
  • EOPO 3: Strengthened cooperation between Australia and Indonesia on disaster risk management and preparedness regionally.
  • EOPO 4: Strengthened learning, innovation, cooperation and inclusion for disaster management.

It is progressing towards these outcomes by focusing on eight priority programs of the GoI: (1) enhancement of disaster management systems; (2) enhancement of disaster management strategy; (3) mapping and evaluation of disaster risks; (4) enhancement of data service, information management, and communication in disaster management; (5) enhancement and development of policies and regulations for disaster preparedness; (6) increasing the quality of disaster emergency management; (7) enhancement of the quality of post disaster policy; and (8) increasing local capacity of disaster management logistics and equipment.

To strengthen the disaster management system, SIAP SIAGA provides strategic technical advice to align national and local policies with international commitments. This effort focuses on embedding gender mainstreaming, institutionalizing disability inclusion, and supporting climate change adaptation across disaster risk reduction, preparedness, response, and recovery processes, through collaboration with national and local partners.

At the sub-national level, SIAP SIAGA works with four provinces in Indonesia: East Java, Bali, West Nusa Tenggara, and East Nusa Tenggara. It also promotes disaster management initiatives and innovations through its outreach program at seven other provinces.

Purpose Of The Assignment

The Monitoring and Evaluation (M&E) Officer Consultant will provide technical support to BNPB’s Directorate of Disaster Management System and Planning Bureau as part of the national program implementation support for monitoring local government performance in the application of the Minimum Service Standards for Disaster Management (MSS‑DM) through the E‑SPM platform as the main source of performance reporting and analysis managed by the Directorate General of Development Planning, Ministry of Home Affairs (MoHA).

The M&E Officer Consultant will report directly to the National Program Lead, under the supervision of the Senior Disaster Risk Management (DRM) Specialist and will work closely with core team from Directorate of Disaster Management System and Planning Bureau BNPB. The role also requires strong coordination with the Directorate of Synchronization of Regional Government Functions (SUPD), Directorate General of Development Planning, Ministry of Home Affairs (MOHA).

Roles And Responsibilities

Under the leadership of the National Program Lead, the Monitoring and Evaluation Officer Consultant will undertake the following responsibilities:

  • Develop a work plan and monitoring and evaluation methodology, including analytical frameworks, assessment indicators, and data collection instruments aligned with MSS DM regulations and policies.
  • Conduct data and information collection through desk reviews, surveys, interviews, Focus Group Discussions (FGDs).
  • Analyse trends in MSS DM implementation for FY 2020–2025, identifying achievement levels, gaps, challenges, and good practices across districts and cities, particularly districts and cities in 4 target and 7 outreach provinces of SIAP SIAGA.
  • Evaluate the effectiveness of regulation/policy (NSPK) implementation in ensuring the quality of basic disaster management services.
  • Assess the level of local government compliance with technical standards and E SPM reporting requirements as part of accountability for basic service delivery.
  • Analyse the quality, consistency, and reliability of MSS DM performance data entered the E SPM system and identify potential errors, discrepancies, or data inconsistencies.
  • Identify technical and non-technical constraints in the use of the E SPM platform, including human resource capacity, infrastructure, regulatory understanding, and reporting governance.
  • Develop policy and technical recommendations that are evidence based, measurable, and implementable to improve MSS DM implementation.
  • Prepare and submit regular monitoring and evaluation reports, including preliminary, interim, and final reports, and present findings to National Program and Directorate of Disaster Management System team.
  • Other duties as may reasonably be required by the National Program and BNPB Team.

Input and location:

This is a short-term position for 8-months period contract. Work will be based in Jakarta working at BNPB and MOHA offices. Some travels to project locations may be required.

Key Relationships

  • Reports to the SIAP SIAGA National Program Lead under the supervision of the Senior Disaster Risk Management (DRM) Specialist
  • Work closely with core team from Directorate of Disaster Management System and Planning Bureau BNPB, and Directorate General of Development Planning, Ministry of Home Affairs (MOHA).
  • Liaises with other BNPB and MOHA officials, as required.

Qualifications, Experience And Personal Attributes

  • Minimum bachelor’s degree in economics/civil engineering/Geography/other relevant study program;
  • Understand disaster management policies and implementation;
  • 5 years’ experience in policy formulation and review, or monitoring and evaluation (Monev) of governance or public services related to the MSS-DM;
  • Have experience in mentoring or evaluating the Ministry of Home Affairs' e-SPM application-based reporting system, especially the MSS-DM;
  • Preference will be given to those with experience in collaborating with Ministries/Institutions or Regional Governments within the scope of mandatory government affairs related to basic services;
  • Ability to produce good quality written reports in Indonesian and English;
  • Strong commitment to meeting deadlines;
  • Have adequate managerial capacity and resource support to carry out work nationally/across regions.
