Role: Intermediate Software Developer

Background
The Intermediate Software Developer will support the development and ongoing improvement of web‑based applications for a public‑sector organization. The role involves working as part of an Agile team to build new functionality, fix issues, test solutions, and help keep applications running smoothly.
The resource will contribute across the full development process and help ensure applications are secure, reliable, and able to grow as user needs evolve.
Key Responsibilities Application Development & Maintenance
- Develop and enhance cloud‑based web applications used by a range of internal and external users.
- Implement new features and resolve issues across both back‑end and front‑end components.
- Build and maintain application services and user interfaces.
- Design and maintain database structures that support application functionality.
Testing & Quality Assurance
- Participate in testing activities, including unit testing, integration testing, and User Acceptance Testing (UAT).
- Support automated testing as part of the development and release process.
Development Tools & Practices
- Use container and source‑control tools to support consistent development and deployment.
- Contribute to automated build and release pipelines.
- Follow secure, reliable, and scalable development practices.
Agile Delivery & Team Collaboration
- Work as part of an Agile/Scrum delivery team.
- Collaborate with product stakeholders to break down user needs into development tasks.
- Participate in sprint planning, daily stand‑ups, reviews, and retrospectives.
- Support documentation, knowledge transfer, and onboarding activities.
Application Support & Growth
- Support the ongoing operation, enhancement, and scaling of existing production applications.
- Help expand applications to support additional users or stakeholder groups.
- Assist in improving system reliability, performance, and continuity.
Mandatory Technical Criteria
M1 - Education
The proposed resource must have a
Bachelor's Degree or College Diploma in Computer Science, Software Engineering, Mathematics, Statistics, Electrical Engineering, Physics, or a related field.
- Credentials obtained outside Canada must be validated by a recognized Canadian academic credentials assessment service.
M2 - Full‑Stack Development Experience
A minimum of
three (3) years of experience within the past
five (5) years in full‑stack development using:
- TypeScript
- JavaScript
- Node.js
- Express.js
- HTML/CSS
M3 - Database Experience
A minimum of
three (3) years of experience within the past
five (5) years using
relational / SQL databases, including data model and schema development.
M4 - DevOps Tooling
A minimum of
three (3) years of experience within the past
five (5) years using:
- Docker
- Git version control
- CI/CD tools (e.g., GitHub, Azure DevOps, GitLab)
M5 - Cloud & Agile Delivery
A minimum of
three (3) years of experience within the past
five (5) years:
- Developing cloud‑based full‑stack web applications
- Working as part of an Agile and/or Scrum team
Point‑Rated Criteria
R1 - Full‑Stack Product Delivery
Demonstrated experience within the past
five (5) years delivering or significantly enhancing completed products involving modern full‑stack web application functionality.
R2 - Application Sustainment, Enhancement & Scaling
Demonstrated experience within the past
five (5) years supporting the sustainment, enhancement, or scaling of existing production applications, including increased users, expanded stakeholder groups, or improved operational continuity.
R3 - DevSecOps‑Aligned Delivery
Demonstrated experience within the past
five (5) years delivering software using DevSecOps‑aligned practices such as containerization, source control, CI/CD pipelines, or automated testing in a cloud environment.
