Job Summary

Reporting to the Associate Director of Program Development and Management (PDM) in the Asia-Pacific Office (APO), the Manager, Program Development and Management will provide strategic support on program development and management to Habitat for Humanity International country offices in the Asia-Pacific region to ensure that programs and projects pursued by country offices are aligned with the country office strategic priorities and based on program quality and effectiveness standards. The role will focus on supporting the country offices (COs) in: (a) the review and strengthening of their strategies to ensure these are logical, coherent, feasible, desirable, and scalable; and (b) monitoring the implementation of these strategies, helping ensure they are on-track and have the appropriate capacities and technical support from APO Subject Matter Experts (SME) as identified by the CO’s plans. Furthermore, the role holder will manage the development or optimization of program and project design and management systems, processes, templates and tools in the region and their implementation in Country Offices.

Essential Duties And Responsibilities

  • Strategy Development Support
  • Together with the Lead for Strategy and Governance and Associate Director of PDM in the APO, guide country offices in the development of their strategies, ensuring alignment to Habitat’s regional strategic frameworks and program initiatives.
  • If needed and upon country office and APO agreement, support country offices:
  • with the development of their external and internal analysis to inform their program priorities, and/or
  • in the development of capacity requirements and implementation plans, helping ensure deliverability of strategy and targets.
  • Coordinate and review of strategic documents and priority programs of country offices for logic, coherency, feasibility, stakeholder desirability, and scale with the Area office’s (AO) subject matter experts (SMEs), providing recommendations to country offices when and where needed.
  • Coordinate also with APO Program SMES the execution of capacity assessments to support country offices in the development of programmatic capacity plans to address the programmatic gaps identified during the review.
  • Guide country offices in the development of its annual monitoring plans (AOPs).
  • Together with the country office, support AP Resource Development (RD) in packaging the approved country program and project priorities into donor-facing content (e.g. concept notes and program catalogue) by ensuring packages are aligned to country strategies.
  • Facilitate strategy and learning workshops with country office teams if needed.
  • Strategy Execution Support
  • Strategy Monitoring Coordination: o With APO SMEs:
  • monitor Country Office’s Annual Operating and program capacity strengthening plans.
  • conduct annual review of country office’s strategic performance and support country office review their strategic assumptions, and
  • analyze Country Office’s program quality and effectiveness data as needed for Country Office and AP senior management decision making.
  • Proposal/ Concept Note (CN) Review:
  • Participate in Global Foundations, Organizations, and Institutions (GFOI) and/or AP Resource Development (APRD) - led Go/No-Gos to ensure funding opportunities pursued align with their strategic program priorities.
  • During proposal/ CN development, provide quality assurance review and recommendations together with other APO SMEs, ensuring also cohesion of AP programmatic recommendations.
  • Support Regional Initiatives on Program Quality and Systems Strengthening
  • Promote the use of evidence-based and context-appropriate program quality standards across country offices.
  • Develop or optimize program, project or proposal design, management and monitoring systems, processes, templates and tools in the region and their implementation in Country Offices with APO SMEs.
  • Document and disseminate best practices & lessons learned to enhance regional learning and capacity (e.g. IKC, participating in COPs).
  • Support the Associate Director with any other initiatives as requested

Minimum Requirements

Education

  • Bachelor’s degree in International Development, Social Sciences, Business Administration, or a related field.

Years Of Related Experience

  • Minimum of 5 years of experience in strategy or program development and management in the non-profit or
  • development sector.
  • Proven experience in supporting multi-country or regional-level programmatic initiatives, with multiple
  • teams and coordinating between country offices and regional office.
  • Experience in facilitating, developing and implementing strategies, programs and projects.
  • Experience in capacity building and training of staff and partners.
  • Proven experience also in facilitating the implementation and monitoring of systems thinking in
  • organizations
  • Strong experience in analyzing data to help senior management with data-driven decision-making and
  • writing up programs and projects/ proposals for donors

Knowledge, Skills And Abilities

  • Fluent in writing and speaking in English; strong communication skills
  • Proven ability to develop and maintain effective and frequent communication and trusted
  • relationships with internal and external stakeholders.
  • Strong knowledge of strategic planning, program design, systems thinking and
  • organizational capacity assessment.
  • Demonstrated knowledge on program standards and approaches in the development sector,
  • such as the OECD criteria and other similar frameworks.
  • Excellent analytical, facilitation, and advisory skills.
  • Technical Writing and Reporting
  • Self–directed, solutions oriented and able to multi-task; ability to work independently
