Role Overview
The Project Manager will lead the
end‑to‑end delivery of an industrial facility construction project, from mobilization through commissioning and handover. This role is accountable for
schedule, cost, quality, HSE, and stakeholder coordination, ensuring the facility is delivered safely, compliantly, and ready for operations.
The position requires strong experience in
industrial / environmental infrastructure projects, particularly facilities involving
solid waste, treatment systems, utilities, and heavy‑civil works.
Key Responsibilities
Project Delivery & Governance
- Lead the full project lifecycle: planning, procurement, construction, commissioning, and handover
- Develop and manage project execution plans, schedules, and budgets, ensuring alignment with approved scope and milestones
- Monitor progress against critical path and proactively resolve risks and delays
Contract & Contractor Management
- Manage EPCs, contractors, and subcontractors, ensuring compliance with contractual, technical, and safety requirements
- Review and manage variation orders, claims, and change controls
- Coordinate procurement of key equipment and services critical to facility readiness
Technical & Construction Oversight
- Oversee construction activities related to waste handling systems, treatment units, utilities, buildings, and civil works
- Coordinate closely with designers, engineers, vendors, and operations teams to ensure construction and operational readiness
- Conduct site inspections and ensure works meet approved designs, standards, and specifications
HSE, Compliance & Permits
- Enforce HSE standards, contractor safety plans, and site safety protocols at all times
- Ensure compliance with environmental regulations, permits, and reporting requirements (DENR, LGUs, regulatory bodies where applicable)
- Support regulatory inspections, audits, and third‑party reviews
Stakeholder & Reporting
- Serve as the primary point of coordination between PIWSI, contractors, consultants, regulators, and internal stakeholders
- Provide regular project updates on progress, risks, cost, and forecast
- Support management decision‑making through accurate and timely reporting
Commissioning & Handover
- Lead or support testing, commissioning, and performance validation of the facility
- Ensure proper handover documentation, as‑built drawings, and readiness for operations
Requirements
Qualifications & Experience
Education
- Bachelor’s degree in Engineering (Civil, Environmental, Mechanical, or related discipline)
- Project Management training or certification is a plus (PMP, PRINCE2)
Experience
- 8–12+ years of experience in project management for industrial / infrastructure / environmental facilities
- Proven experience managing construction of waste management, water/wastewater, or heavy‑industrial facilities
- Experience working with EPC or multi‑contractor environments
Technical & Professional Skills
- Strong understanding of construction sequencing, scheduling, and cost control
- Knowledge of environmental infrastructure systems (solid waste, treatment, utilities)
- Ability to manage complex stakeholder environments and regulatory interfaces
- Strong leadership, communication, and decision‑making skills
