Position Summary

The HR Supervisor for Employee Relations (ER) leads and oversees employee relations programs, labor compliance, grievance management, workplace investigations, and employee discipline processes. This role ensures that company policies, the Code of Conduct, Philippine Labor Laws, and DOLE guidelines are properly and strictly enforced across the organization. Serving as a key advisor to management and a support system for employees, this position maintains fair, compliant, and objective workplace relations while supervising ER staff in proper documentation and case handling.

Key Responsibilities

Policy, Compliance, & Legal Standards

  • Labor Compliance: Lead the implementation and monitoring of HR policies, company rules, Code of Conduct, and Code of Discipline in strict alignment with the Philippine Labor Code, DOLE regulations, and Data Privacy Act (RA 10173).
  • Policy Review: Assist in routine policy reviews and HR manual updates regarding disciplinary frameworks and internal compliance standards.

Case Management, Investigations, & Due Process

  • End-to-End Case Management: Handle employee concerns, grievances, conflict resolution, incident reports, and disciplinary cases.
  • Due Process Enforcement: Oversee workplace investigations and fact-finding activities. Issue Notices to Explain (NTE), spearhead administrative hearings, and draft final recommendation reports or notices of disciplinary action.
  • Objectivity & Fairness: Ensure all ER cases are handled fairly, objectively, confidentially, and in total compliance with legal due process standards.

Documentation & Records Management

  • ER Documentation: Review, endorse, and maintain complete and highly accurate case files, including minutes of administrative hearings, investigation reports, and correspondence.
  • Confidentiality: Secure the confidentiality of sensitive employee information and ER records in compliance with data privacy standards.

Leadership, Supervision, & Advisory

  • Management Advisory: Advise supervisors, managers, and department heads on employee discipline, performance-related behavioral issues, policy enforcement, and conflict resolution.
  • Team Supervision: Supervise, guide, and delegate tasks to HR assistants or staff assigned to Employee Relations, ensuring the timely completion of documentation and case monitoring.

Employee Support & Engagement

  • Workplace Welfare: Support programs that promote employee welfare, positive employer-employee relations, and a culture of accountability.
  • Engagement Activities: Lead the planning and implementation of employee engagement activities that improve workplace morale and productivity.

Position Requirements & Qualifications

Educational Background & Experience

  • Education: College graduate, preferably in Human Resources, Psychology, Behavioral Science, Legal Management, or any related field.
  • Experience: At least 3 to 5 years of progressive experience in Employee Relations, Labor Relations, or HR Generalist roles, with 1 to 2 years in a supervisory capacity.
  • Specialization: Proven experience in handling administrative cases, employee grievances, investigations, and DOLE compliance.

Essential Skills & Knowledge

  • Legal & Labor Relations: In-depth knowledge of the Philippine Labor Code, DOLE standards, statutory due process, and employee discipline procedures.
  • Investigation & Analytics: Strong analytical ability to evaluate facts, conduct objective investigations, and prepare legally sound documentation.
  • Communication: Excellent written and verbal communication skills in English and Filipino, specifically for drafting legal memos, notices, and facilitating administrative hearings.
  • Problem-Solving & Negotiation: Strong conflict resolution, negotiation, and decision-making skills under high-pressure situations.
