Job Summary

We are seeking a Senior Dataverse / Power Platform Developer (Analyst/Programmer) who combines strong software engineering with solid functional understanding to helpshape and evolve the product, delivering new capabilities and improving existing features. This is a product development (R&D) role focused on building reusable, scalable capabilities rather than one-off customer customisations.

If you enjoy building and improving model-driven, Dataverse-based products and want to work in a team that values engineering quality and practical outcomes, we would like to hear from you. Please submit your application and include examples of similar work you have delivered.

This position is designed to harness your comprehensive expertise, enabling you to make a lasting contribution to the future of local government across Australia.

Responsibilities

Key Responsibilities:

  • Product engineering (R&D): build and improve CouncilFirst product features for reuse across councils. Reduce technical debt through refactoring/modernisation, lift quality and performance, and incorporate security and privacy considerations.
  • Discovery & solution design: work with product/domain specialists to understand council processes and define requirements. Contribute to solution design across patterns, data model, integrations and non-functional requirements.
  • Platform delivery (Dataverse + Power Automate): deliver and enhance model-driven features on Dynamics 365 / Dataverse using configuration and pro-code (plugins, custom APIs/actions and client-side), and Azure Functions where needed. Build and support Power Automate cloud flows with good ALM, monitoring and error handling.
  • Releases & operations: support safe releases and production operations through automation, runbooks, observability and incident response.
  • Integrations: deliver and support integrations and related services across .NET and Azure, with a focus on reliability and supportability.
  • Collaboration: partner with implementation/support teams on triage and prioritisation, and ensure learnings feed back into the product.
  • AI (desirable): contribute to AI-enabled enhancements where appropriate, following approved platforms and responsible AI practices.
  • Coaching: mentor others and help lift team standards.

Corporate Responsibilities

  • Maintain accurate and complete internal records, including technical documentation and development artefacts.
  • Respond to internal and external requests efficiently and professionally.
  • Contribute to a diverse, accessible, respectful, inclusive and culturally safe workplace.
  • Deliver an innovative customer service experience that is effortless, provided with care, and exceeds our customers' expectations.
  • Build and maintain positive, professional working relationships to support effective cross-functional collaboration.
  • Protect confidentiality by handling sensitive information with discretion.
  • Identify and contribute to continuous improvement of work practices, engineering standards, and supporting systems/processes, including documenting changes where required.
  • Positively represent CouncilFirst when engaging with all customers, demonstrating our Values.
  • Manage time effectively; work autonomously and as part of a team; attend and participate in meetings; and contribute to the delivery of agreed objectives.

Qualifications

  • 10-15 years of experience working with Power Platform
  • Extensive experience as a senior software developer/engineer delivering commercial products (SaaS preferred), with strong engineering practices (design, code quality, version control/PRs and troubleshooting across environments).
  • Demonstrated ability to work as an analyst/programmer, including eliciting requirements, understanding business processes and translating needs into well- designed technical solutions.
  • Proven delivery of Dataverse and model-driven app solutions, with sound judgement on configuration vs custom build. Strong pro-code capability is required (plugins, custom APIs/actions, Dataverse Web API, Azure Functions and integrations). Practical model-driven delivery at scale is expected (solution structure, forms/views, command bar, business rules and security/auditing). Client-side scripting (JavaScript/TypeScript) is expected, and PCF is desirable.
  • Working knowledge of Dynamics 365 applications and the Power Platform stack used to deliver solutions, including Dataverse, model-driven apps and Power Automate, plus the platform concepts that shape good solutions (data model, extensibility and ALM).
  • Required experience delivering Power Automate cloud flows in production, including solution-based ALM, secure connections, monitoring and reliable operation (errors/retries, concurrency/limits and run history diagnostics).
  • Strong understanding of Dataverse security, including security role design, app users/service principals and least-privilege access that supports integrations and support needs.
  • Experience with Dynamics 365 / Dataverse ALM and governance, including structured solutions (managed/unmanaged), environment strategy, DLP/dependency management and automated build/test/release using Azure DevOps and/or GitHub Actions. Understanding of platform limits (e.g., API throttling) is required.
  • Hands-on experience with Azure services used in SaaS products (Functions, API integration, Key Vault, monitoring and identity) and CI/CD delivery using Azure DevOps and/or GitHub Actions. Infrastructure-as-code and containers are desirable.
  • Capability in Dataverse data modelling and performance, plus solid integration and data concepts (REST APIs, event-driven/messaging patterns and analytics/reporting enablement). Experience with Microsoft Fabric or equivalent data platforms is desirable.
  • Experience with automated testing and release validation for custom components and integrations, plus clear communication and the ability to produce usable technical documentation.
  • Technical leadership and problem-solving skills, including mentoring, pragmatic decision-making and balancing new features with maintenance, quality and technical debt reduction.
  • Desirable experience with Canvas apps and/or Power Pages, delivering AI-enabled features using approved platforms with appropriate security, privacy and governance, and experience in local government, public sector, finance, revenue/rates or other regulated environments.
