Specialist provides operational and administrative support to Human Resources activities in alignment with WHO policies and procedures. The role focuses on strengthening HR documentation systems, ensuring compliance with established HR processes, and supporting workforce development initiatives. The position will assist in organizing HR records, monitoring contract timelines, developing HR tracking systems, and supporting training and succession planning initiatives for the workforce.
Key Responsibilities
Support HR and compliance activities in line with WHO policies and procedures.
Finalize the SOP recruitment checklist specifically for Special Services Agreement (SSA) holders, consultants, and staff. This checklist will serve as a monitoring and compliance tool based on existing policies and procedures.
Establish a document repository database or system for SSA holders, consultants, and staff files from January 2024 until June 2026 to ensure files are well-organized and easily accessible for reference.
Develop an automated system-generated alert to notify Responsible Officers and the Operations Team about expiring contracts of SSAs and consultants to support proactive contract management.
Organize the HR documentation filing system from January 2024 until June 2026, including but not limited to Terms of Reference (TORs) for SSAs and consultants and Post Descriptions (PDs) for staff. Ensure that certificates for mandatory training courses, including iLearn, are properly organized by staff name and that copies remain accessible.
Training and Development Support
Update and finalize the complete package of orientation and briefing modules for the entire workforce in Manila.
Establish a detailed succession plan for WCO Philippines to ensure continuity and preparedness for future leadership transitions.
Develop a robust monitoring tool, database, or system to serve as a repository for all completed mandatory training courses and track copies of certificates on record.
Perform other duties as assigned by the supervisor.
Qualifications And Experience
Education
Bachelors degree in Human Resources, Business Administration, Psychology, or a related field.
Experience
Junior to mid-level HR experience is preferred.
Experience supporting human resources functions such as recruitment, training, and development planning is an advantage.
Relevant knowledge of IT applications is an advantage.
At least 58 years of work experience in human resource management, with exposure to HR practices, policies, and procedures in an organizational environment.
HR work experience within international organizations is an asset.
