Position Overview
The RFP Operations Supervisor oversees the end-to-end RFP process, from initial opportunity capture through final proposal delivery. This is a high-impact leadership role positioned as the key link between the RFP team and executive leadership. The supervisor ensures every proposal submitted is compliant, competitive, and delivered on time.

Key Responsibilities
- Own and manage the full RFP lifecycle, including capture, Go/No-Go assessment, confirmation, proposal preparation, quality control, and customer delivery.
- Supervise and develop the RFP Coordinator, RFP QA Coordinator, and RFP Writer.
- Enforce process discipline and accountability across all RFP team members while maintaining high performance standards.
- Drive the adoption and optimization of technology and productivity tools to streamline proposal workflows.
- Report directly to the COO on team performance, pipeline status, and process improvement initiatives.
- Lead Go/No-Go decision discussions and ensure alignment before committing resources.
- Monitor and support certification pursuits, including state, federal, and other applicable certifications.
- Identify process gaps and implement continuous improvements across the RFP function.
Qualifications & Competencies
- Proven experience managing and developing a team in a deadline-driven environment.
- Strong process orientation, with the ability to design, document, and enforce standard operating procedures.
- Excellent proficiency with technology and productivity tools, including CRM platforms, proposal management software, and Microsoft 365.
- Strong accountability mindset, with the ability to set clear expectations and follow through consistently.
- Strong work ethic and willingness to do what is needed to meet deadlines and deliver results.
- Experience in overall RFP or proposal management processes, ideally in a government contracting or services environment.
- Excellent communication and stakeholder management skills.
- Bachelor’s degree in Business, Communications, or a related field preferred; equivalent experience considered.
