Join our team as a Sector Regulation & Enforcement Officer, where you will be at the forefront of ensuring that charities and Institutions of a Public Character (IPCs) operate with integrity, transparency, and accountability.
What You Will Be Working On
In this role, you will:
- Investigate potential non-compliance or misconduct by charities and fundraisers under the Charities Act 1994 and Regulations.
- Conduct interviews with relevant parties and record statements for the purpose of investigating offences committed.
- Gather, review, assess evidence, prepare reports on investigative findings and recommend appropriate enforcement actions in accordance with the prevailing enforcement framework.
- Administer enforcement-related actions such as issuing warnings, composition offers, and assisting prosecution officers for cases warranting prosecution.
- Engage and coordinate with internal and external parties on investigation and enforcement-related matters.
- Assist in policy, regulatory, training, and administrative tasks with direct or indirect impacts on enforcement. This includes developing and reviewing frameworks and SOPs relating to enforcement.
- Additional duties include the registration and monitoring of ongoing compliance of charities and IPCs, such as reviewing applications and addressing regulatory and operational issues.

- Ensure compliance with the Charities Act and Regulations through appropriate enforcement actions.
- Monitor compliance issues and provide timely management updates.
- Apply investigative techniques and tools, including evidence management in accordance with legislative and agency guidelines.
- Ensure sufficient evidence to undertake enforcement action and prepare investigation documentation.
- Coordinate case transfers to relevant parties if required.
[Feedback Case Management] - Demonstrate proficiency in agency and Public Service Acts, Regulations, frameworks, SOPs, and process.
- Be proactive and professional in responding to feedback and updating case status
- Adhere to internal guidelines when seeking management approval for enforcement penalties or waivers
- Apply regulations and guidelines appropriately in managing feedback.
[Governance and Internal Controls]
- Maintain awareness of prevailing principles of good governance and internal controls
- Apply advanced investigation techniques on data such as data analytics
- Identify areas of non-compliance with internal control procedures, review and provide advice/ recommendations to stakeholder
- Plan and work with stakeholders to identify solutions in mitigating risks

- Collect and analyse different sources of information to aid assessment of the problem at hand.
- Consider and evaluate possible solutions and propose the most appropriate one.
Other Competencies:
- Background in Accountancy/Business Administration or basic knowledge of legal and accounting principles will be an added advantage.
