Job Purpose:The Procurement Engineer is responsible for ensuring the timely and cost‑effective procurement of goods and services required by, including software, technical hardware, mechanical components, and assemblies that support UVJC’s R&D programs. This role strengthens the resilience of our supply chain by developing qualified suppliers and partners, managing sourcing strategies, and ensuring supplier risk management, readiness and performance.
Key Responsibilities:Sourcing & RFQ Management
- Support the RFQ and sourcing process for custom parts/services by working with Engineering and cross‑functional teams to translate purchase requisitions into RFQs, evaluate supplier quotes, and issue purchase orders.
- Identify, evaluate, and qualify potential suppliers based on technical requirements, quality standards, cost competitiveness, and capacity.
- Support strategic and cost‑effective sourcing decisions.
Supplier & Vendor Management
- Build and maintain strong supplier relationships; manage daily communications, request and assess quotations, and negotiate pricing, lead times, and basic contractual terms.
- Serve as the primary liaison between Engineering and suppliers for all UVJC‑designed components.
- Resolve supply chain issues, including delays, quality concerns, performance variances, and documentation requirements.
- Manage recurring supply and service orders, including invoice reconciliation and approval.
- Track and monitor supplier performance (OTD, price competitiveness, quality escapes etc) periodically
Procurement Operations
- Monitor order status and ensure on‑time delivery through proactive supplier follow‑up.
- Review and process purchase requisitions, purchase orders, change orders, receipts, and invoices, addressing discrepancies as needed.
- Maintain accurate purchasing records, supplier information, lead‑time data, and delivery commitments in internal systems.
- Work with Finance to resolve invoice variances, payment delays, and other procurement‑related issues.
- Logistics management; select appropriate freight forwarders. Liaise with vendor/partners/customers and appointed forwarders on deliveries
Technical & Cost Analysis
- Interpret technical specifications to ensure procured materials and services meet project requirements.
- Evaluate supplier quotes for technical compliance and total cost considerations.
- Identify cost‑optimization opportunities while maintaining quality and reliability.
Compliance & Governance
- Ensure all procurement activities comply with legal, regulatory, and organizational policies.
- Adhere to internal approval workflows and documentation standards.
Cross‑Functional Collaboration
- Partner with Engineering, Project Management, and other departments to align procurement activities with project timelines and operational needs.
- Support internal stakeholders by recommending lowest total‑cost solutions based on functional and delivery requirements.
Skills
- Strong knowledge of procurement processes, supplier evaluation, and basic cost analysis.
- Strong understanding of mechanical/ electrical components and ability to interpret engineering drawings and specifications.
- Proficient in using ERP/MRP systems (e.g. SAP, Oracle) and Microsoft Office tools (preferred)
- Excellent communication, negotiation and interpersonal skills to effectively collaborate with internal and external stakeholders.
- Strong organizational and time‑management abilities with high attention to detail.
- Proactive problem‑solver who can manage issues independently and follow through to resolution.
- Understanding of compliance requirements related to procurement policies, documentation, and regulatory standards (e.g. ISO standards and QMS).
- Ability to work both independently and collaboratively to support multiple projects and deadlines.
- Certification in procurement or supply chain (e.g. CIPS, CSCP) is a plus.
Education
- Diploma or Degree in Engineering, Supply Chain Management, or a related field.
Experience
- Minimum 2 years of experience of procurement or purchasing experience with complex integrated hardware (e.g. semiconductor).
- Experience with international sourcing and logistics, including Incoterms.
